METHODS OP THE TASCISTI. (Received 8.30 a.m.) ROME, November 23. The Fascistis have become a separate party. In a manifesto they state: '"We are a voluntary militia at the service of the nation. We will serve the State as long as the latter is a jealous custodian of national traditions. We shall substitute ourselves for the State, whenever the latter shows itself incapable of facing the elements of national disintegration." (A. and N.Z. Cable.)
