STUDENTS BARBED. CAPETOWN", September S. A curious displomatic situation has .arisen over th-> now American immigration law, which fixes the quota of immiarants from rlifl'erent countries. It is stated that the quota for British subiects hiving; been exhausted, a number of young- South Africans who have won 'uirsarios entitling them to study overseas and are desirous of taking up university courses in the United States, esinnot do so, as it is not considered that they belong to the exempted classes under the American law. Diplomatic negotiations are proceeding with a view to overooir/:ng the difficulty.— (A. and X.Z. Cable.)
