ARMAMENTS CONGRESS.
LIMITING ITS EXTENT. NO UOMINION DELEGATES. NEW YORK, August 10. Tlie Washington correspondent of the New York "Times" states that following the receipt of Italy's acceptance of November 11 as the date of the proposed conference on armaments and Japan's acceptance having also arrived, the President has now sent formal invitations to the Powers save the British Dominions. I It is felt that if the Dominions are to be represented their delegates will be part . of the British Government's delegation. | The United States wants the confer- I once to be limited to the fewc.-t possible j number of participants. The principle , of a small group of conferees adopted nt the Paris Peace Conference will probably j be followed. • I Mr. W. G. Harding and Mi". C. K. Hughes arc considering the question of publicity. The tendency of opinion is against open sessions.
