FEAR OF BOLSHEVISM. TOKYO, December 15. Vice-AdmiraJ Kawa Hara has returned from Vladivostock. where he commanded the Fifth .Flotilla. He states that Chita's professions are -fair, but the practice remains to be seen. With the communists' growing influence at Vladivostock there is every reason to bolieve that the entire maritime province will soon be Bolshevised.

Japan will take every necessary step to maintain the agreement already concluded with the Vladivostok Provisional Government. Should Chita attempt to interfere with that agreement to Bolshevise the sections where the Japanese tToops are stationed a probable consequence will be the repetition of the affair of some months ago, when the Japanese were forced to disarm a Vladivostock Russian garrison.

So long as the Russians refrain from attempts to upset the Japanese position in the Vladivostock vicinity, under the existing agreement. Japan will remain aloof from interfering with Russian internal affairs, ijelieving that Russian reconstruction will be more easily realised by leaving Russia to the Russians.
