NAVAL PROGRAMME.
MINIMUM SUGGESTED.
LONDON, December 20. Lieutenant-Colonel Frederick Hall (C.U.) suggested in the House of Commons that the question of fresh naval construction be discussed with tho United States and Japan before deciding on the new British naval programme, in order to see whether some arrangement could not be reached for reducing the naval expenditure to a minimum consistent wtih national safety. Mr. Lloyd George gave "iris assurance to the Imperial Defence Committee to consider the question.
