The Washington correspondent of the United Press learns that Japan continues to refuse to surrender the former owned German cables in the Pacific, which were seized during the war. He states that Japan's attitude ie similar to that of France and Hrkain regarding the Atlantic cables. Thus tiie three countries are in opposition to the American Government's views, which resulted in a conference here preliminary to the world Communications conference.
