AGREEMENT NEARLY READY. PART PAYMENT OF DEBTS. NEGOTIATIONS FOR PEACE. (By Cable.—Press Association.-Copyright.) (Received 9.30 a.m.) LONDON, September 30. Krassin's trade negotiations are Hearing completion. The draft agreement is kept secret, but the '"Times" city editor discloses that it does not provide for recognition of all the Russian debts, only some of them. The agreement contemplates the shipment of a certain amount of gold to London under a guarantee that it will not be attached by other claimants. The editor predicts that steps will be taken by authoritative people in the city to prevent the British Government's conniving at partial repudiation of the debt. He understands also that Cabinet is divided on the subject.-—("Times."') Tlie "Daily Mail" understands that the Krassin "agreement provides for the release, of prisoners, the cessation of propaganda, a mutual undertaking against host-He acts, and recognition by the Soviet of C'zarist debts for goods supplied and services rendered. A separate treaty is to be arranged dealing with other debts. It is expected that negotiations will be opened soon for formal peace. — (I'nited Service.)
