TO CHECK AGITATORS. STIRRING UP DISORDER. (Received 10 a.m.) DELHI, August 13. In view of the grow of secret political activity in Bagdad, a proclamation has been issued by Brigadier-General Sanders (commanding the Bagdad defences) to the people of the city, warning thoso agitators who have "been summoning meetings regularly on religious pretexts, but really to inflame the public against the Government and, stir up disorder," that all meetings for political purposes henceforth are forbidden except with the permission of the Military Governor or political officers in Bagdad. A military court has been established to try all offenders against public order. •This virtually amounts to a declaration of martial law.—(A. and N.Z. Cable.)
