CONSTITUTIONAL REFORMS. LOXDOX, March' 20. It is understood that the Milner Coramission will recommend another term than " protectorate" to describe the I?ritish authority in Egypt, but Egypt will not be allowed to send diplomatic representatives abroad, though she will be allowed to receive foreign diplomats. The Legislature will consist of two chambers, an Upper House partly nominated and partly elective, and a Lower House entirety elective. Parliament will not control the Ministers, who will be appointed by the Sultan. The commission recommends that many hifjher and junior officials should be Egyptians.— (A. aid X.Z. Cable.)
