WIiSON'S RIG SCHEMES. (Roecived 11.30 a.m.) CHICAGO, September 17. Ex-Senator Lewis, addressing the Chicago Chamber of Commerce, said that President Wilson intended to secure national control of coal, oil, the highways, and the waterways with the object of working them for the people's benefit.
