UNCERTIFICATED TEACHERS.

LICENSES TO BE ISSUED. The question of the appointment of uncertificated soldier teachers was mentioned in a communication from the assistant director of education, which came before to-day's meeting of the Education Board. It was stated in the letter that the Board appeared to be surrounding the matter -with unnecessary difficulties. The only legal barrier to the appointment of these teachers could be overcome by the issue of a license, and there would be no reduction of salaries on the grounds that the teachers were not certificated. Nothing further was needed to enable the Board to appoint soldier teachers holding licenses to any position for which it considered they were competent. It was, therefore, quite unnecessary, the letter continued, to ask that the Department rule that these teachers be considered as certificated. Certificated teachers were those who had attained a certain educational standard, and for the Department to hold that teachers who had not reached this standard were to be regarded as certificated w mid be a direct contradiction of facts? The Department asked for the names of the teachers in question for the preparation of a special list as suggested by the Board.
