According to a dispatch from Tokyo, the Japanese newspaper ".Jiji Shimpo" states that the Japanese Minister to China has already opened negotiations in Peking concerning the return of Shantung to China, and that Japan is ready to make srn-h restitution as soon as China is prepared to fulfil the terms of the dual agreement concerning Shantung. The newspaper adds that .Japan trill withdraw her_ troops and divide Tsing-tau into three settlements a Japanese, a Chinese, and an international section.—(A. and X.Z. Cable.)
