The sudden reappearance of a representative of the discredited Habsburgs, the Archduke Josef, as virtual Governor of Hungary, is regarded with strong suspicion and misgiving in England and France. The "Times" suggests that the Entente mission to Budapest had a share in the reactionary intrigue which has been developing for several months. The Allies are gravely stultifying themselves by delog-ting their authority to the Archduke while claiming to act in accordance with democratic principles. The "Westminster Gazette" says that the Allies ought to insist on the Archduke immediately convening a Constituent Assembly to sec whether the people want him. French newspapers make a similar demand, and strongly suspect tho Archduke's aims. The "Figaro ' says that the Archduke and his generals are Magyars and sworn enemies of France. (United Service.) The Archduke Joseph offers to send two Hungarian delegates to the Peace Conference. The Supreme Council will consider the offer on Monday, but it is not expected that it will accept it until sure that the new Government represents the people and affords some hope of stability. The Archduke Joseph in a letter to M. L'lemenceau states that his programme is destruction of Bolshevism and restoration of order. He intends to hasten the elections, and immediately afterwards call for a National Assembly, lie asks for tin- Allies' benevolent support.—(A. and X.Z. Cable.)
