(Received 1.50 p.m.) PARIS, March 23. The Supreme Council did not meet today, which was taken up in conversations between President Wilson, Mr. Lloyd (Jeorge. and M. Clemenceau. when presumably the I'eace Treaty was thrashed out. The revising body of the League, dealing with various amendments is hopeful that the new draft of the covenant and text of the preliminary peace will be ready for the Germans by Saturday next. It is reported that President 'Wilson favours the German delegates, after signing the preliminary, shall remain in Paris and discuss with" the Allies details of the tinal treaty. President Wilson is actively speeding up the new draft of the League. The Draft Sub-committee this morning conferred with the representatives of Holland, Switzerland, Sweden, Norway, and Denmark. Britain, Fiance, and Japan claim that right of capture justifies confiscating enemy cables. The Italians and Americans do not agree with this view. The Council of Ten will decide the matter. The Paris correspondent of the "New York World" says that the Peace Conference probably will adopt a suggestion to sink Uerman warships.
