KAISER'S ORDERS
TO TEUTONS IN RUSSIA. (Received 10.25 a.m.) NEW YORK, September 23.
The '"New York Times" Peking correspondent states that according to reliable information the Kaiser has issued orders to all Austro-Hungarians and Germans in RusHia, saying that they must join the Soviet troops and help them to fight the Japanese, American, and Allied troops, who "threaten to restore the eastern front"—(A. and N.Z. Cable.)
A Vladivostok correspondent writes that the Czech commander, General Garda, illuminates the significance of the Kaiser's order. He states that the organisation of the Russian armies behind the Urals is proceeding apace Already over 150,000 men have been mobilised, although at present they lack the essentials of miltary equipment. Three divisions are immediately needed to hold the Urals and allow the organisation to continue. Meantime the German tentacles have closed on the Urals. The Government at Omsk has proved sufficiently strong to restore the civil administration throughout Siberia.— (Reutcr.)
