German military circles are seriously concerned at the military inactivity of Turkey and Bulgaria, which they fear hides designs against the Central Powers, hence the negotiations for closer unity between Austria and Germany. The "Munchencr Naelirichten" states that the visit of the Emperor of Austria to Sofia and Constantinople is regarded las being of the greatest political importance, presaging the inclusion of the southern Allies of Germany and Austria in' the Middle Europe economic scheme. — (A. and N.Z.
