STARTING AT WRONG END, . -—— ■ » - . FLOOD PREVENTION IN HAWSE'S BAY. " ( NAPIER, Sunday. The Hawke's Bay Rivers' Commission, with the Chief Justice, Sir Robert Stout, presiding, concluded its sittings yesterday. The questions to be decided are: What bodies are to contribute towards the flood prevention scheme, and in what proportion are they to pay? Sir Robert Stout emphasised the importance of saving the richest lands in Hawke's Bay •from Hoods, but added that the Government should put forward ascheme with this end in view. The commissioner had to decide on the fair rating of a scheme not yet in existence, and for which the expenditure was not known. This, to his mind, was like a blind man in a dark room, looking, fora-black-cat that was not there. The finding of the commission will be announced later.
