A White Book containing correspondence with Austria and Germany has teen presented to the Dutch Parliament. It shows that Holland strongly protests asgainst submarine ruthlessness, and that the Government considers the destruction of neutral ships to be a violation of international law equally ac it is a violation of human law when submarines fail to safeguard life. Tho Dutch Government will hold the German Government responsible for the destruction of Dutch vessels in the prescribed zone.
