A correspondent in Vienna telegraphs that the Rumanian Minister delivered the declaration of war and simultaneously presented a document setting forth the grievances such as the prosecution of acts of violence against Rumanians in the Dual Monarchy. The Minister added that the agreements formerly attaching Rumania to the Triple Alliance ceased to exist from the day Germany and AustriaHungary broke the alliance by iorcing the withdrawal of Italy therefrom. The document proceeds to formulate the reasons dictating Rumania's entry into the war as follows-.— Firstly: The anxiety of Rumanians in Austria-Hungary who are exposed to the risks of war and invasion. Secondly: Rumania, by intervention, believes she will shorten the duration of the world war. Thirdly: Rumania takes her place alongside the Powers able most effectively to assist her to realise her national ideal. The decision caused a most painful shock in Vienna. A German official message prefacing the declaration of war against Rumania states that the latter declared war against her ally after disgracefully breaking treaties concluded with Germany and Austria-Hungary.
