V R-rrmanians on Monday attacked the whole Transylvanian front, and' obtained successes. King Ferdinand of Rumania has gone to the front, and commands the army. The Rumanian war declaration constitutes an indictment of Austria and Germany as war makers. Rumania foresees territorial and political changes menacing its future security, and joins in the war to accelerate peace. Rumania's decision had a crushing effect in Vienna, particularly in view of recent optimistic reports stating that difficulties were being settled. In Rumania munition-making has been at high pressure for three knonths. The German Chancellor (Herr yon Bethmann-Hollweg) bluntly refused the Rumanian Minister a farewell interview. The Minister, with his staff, left Berlin on Tiiesday by special train. The Rumanian Minister in Austria joined the party at Vienna.
