GERMANY'S FOOD POLICY. STTTFERINGS OF THE CIVILIANS " ALL ON THE DOWNWARD ( PATH. , ' (Received 5.30 p.m.) LOXDOX. July 14. Mr Phillip Oibbs wires that Ciermanv's food policy is soldiers first. Prisoners' letters disclose increasing hardships. One woman wrote, " You reproach mc with not writing. H 1 told you the truth concerning conditions here at home I should be locked up. There are tickets for everything—Hour, sausage, sugar.
and soap." Another woman wrote: "England is not so wrong about starving us. If the war lasts another three months we will he done. God is punishing us overseverely. We have had no meat for six weeks. We are all on the downward path. Riots continue in the markets, and some people with money arc unable to buy anything." Mr. Gibbs comments that there is only one satisfaction in these pitiful letters, namely, the hope that the devil at the back of the business will realise that war does not pay. and will haul down his flag with the sknll and crose bones.
