Six hundred delegates, representing three million trades unionists, Mr Gosling presiding, discussed the clearness of food aud fuel. It was .-esolvod, by 1.516,000 to J. 269,000, to favour the Government ownership of all merchant shipping. It was also resolved tbat the holding up of stocks of food and fuel should be illegal and subject to heavy penalties. The conference also demanded an increase of 50 per cent in old age pensions during the period i>f high prices. The Congress passed a resolution stating that the Military Service Act was being used for industrial conscription, and called upon the Government to deal with, this grave menace to labour. An amendment pledging the Congress to endeavour to secure the repeal of the Act was negatived by a three-fold majority. Other resolutions asked for the imposition of a war tax on personal wealth, and requested the Government to instruct military authorities not to send anyone under 20 years of age to the front.
