DELAYED PROPERTY TITLES.

■ A LAWYER'S PROTEST. The Works Committee of the City Council last night reported having received a communication from Messrs. S. ' Vaile and Sons, Ltd., in reference to the ! dedication of roads in the West End Estate, stating that the owners of the property did not undertake to give a title for two years for any section sold. This brought a remark from Mr. W. J. Holdsworth, that it seemed a queer state of the law when a property -was placed on the market and a number of sections sold—he understood about £31)00 worth in this ease—buyers could not get a title for two years. It meant that the district concerned wag prevented from, progressing. The Mayor remarked that the matter was merely one for report co far as the Council was concerned, as the streets would not be taken over until the roads were dedicated and everything was in order and passed by the City Engineer. Mr. Hall Skelton stated that no doubt the buyers had to pay interest on their deposits, and could not for two years get a title or look to the Council for improvements in the district. He considered that sort of thing wrong. It was the first time, he said, he had knownsuch a position here. The Mayor: It has been done often. Mr. Hall Skelton: Well, it is the sort of thing that should be made public.
