I VICTORIA LEAGUE'S EFFORTS. Steps are being taken by the local branch of the Victoria League, at«E request of the parent society in London, to raise funds for the assistance of Russian prisoners of war i_ Germany | who number more than a. million, and I owing to the exigencies of the Eastern campaign, arc receiving no help f rom their own country.
