CONGRESSMAN IMPLICATE!): "LABOUR PEACE COUNCIL/(Received 11 a.m.) , :: NEW YORK, December 28. Congressman Frank Buchanan, of Illinois, Franz Rinteln, now a prisoner of war in England, and others have been indicted on a charge of conspiracy to foment strikes at the munition factories. The accused formed an organisation known as the Labour Peace Council in order to bribe labour leaders to induce the men to refuse to work on the Allies' munitions.
