GOVERNMENT REGULATIONS. (Received 8.32 a.m.) CALCUTTA, September 3. The exportation of Hessian cloth and bags, except to Great Britain, has been prohibited. At the same time the Gov-. ernment is arranging for a large increafis in the output, and there will be no prohibition on the export of sacking goods.
