DIPLOMATS AND THE BALKANS BULGARIA AND THE ENTENTE. (Times and Sydney Sun Services.) (Received 8.30 a.m.) LONDON, August 11. Diplomatic circles in Rome report that friendly conversations have been renewed by Servia and Bulgaria at Sofia, as well as at Bucharest. There is a conviction that a definite solution of the Balkan problem cannot be secured at present, because none of the States affected wish to abandon their aspirations. The situation is complicated by Austro-Gernian threats. The diplomacy of the Quadruple Entente, after having sought for months for a basis of mutual agreement, has taken a resolute attitude, which has already created some impression in the Balkans, where matters are beginning to favour the Entente.

A Sofia correspondent says th» Turkish cession of the railway to Dedeagatcb, to Bulgaria is practically devoid of political importance. Bulgaria urped the concession before the war, and Turkey ultimately mnde it, with the hope of establishing friendly relations with a wellarmed neighbour. Difficulties have now nripen over the details. The Turks, elated by the Russian reverses, are increasing the terms. which ' Bulgaria refuses. Negotiations are apparently at a standstill. The Kntente's Note is expected to prepare the ground for a definite understanding with Bulgaria.
