BOROUGH NOTICES. TkEVOXPOBT BOROUGH COUNCIL. Notice is hereby given that at a Special Meeting of The Devonport Borough Council, held on the 9th day of March, 1915, it was resolved by way of Special Order that the Devonport Borough Council, acting on behalf of the Mayor, Councillors, and Burgesses of the Borough of Devonport, make a By-law, under The Municipal Corporations Act, 1908, The Public Health Act, 1908, The Cemeteries Act, 1908, and the Acts amending the same respectively, and of all and every other power in that behalf contained in any other Act, enabling the said Council in that behalf, the object or purport of which By-law is as follows:— To repeal the extatiag By-laws in force in the Borough. To.provide for the authentication and service of notices by the Council. To provide for the appointment of inspectors. To prescribe a penalty for an; breach of this By-law. IN RESPECT OF BUILDINGS. To prescribe generally the regulations under which buildings within the Borough may be erected, added to, renewed, or repaired, and requiring plane and specifications of such proposed work to be lodged, and a . permit for the same to be obtained. To provide for the inspection of such work, and authorising the Council to compel the removal of any work begun }n contravention of the Bylaws. To require all buildings hereafter erected within the Borough to be on allotments having a. frontage to some street or private street, and to prescribe the minimum area of allotments on which buildings may J hereafter be erected, according to i the purpose for which such building is to be used. To forbid the sale or disposal of any land .on a part of which any building is erected, so as to leave such building without the area and frontage prescribed in the By-laws. To forbid the use of old or unsuitable , material in erecting buildings. To prescribe the-distance which buildings may be erected from boundaries of . allotments: from other buildings, and from the street boundary.. To prescribe- the material with which buildings may be constructed, added to, or repaired, and also the dimensions of certain material so used, and to provide for the ventilation and lighting of buildings. To prescribe the position with respect to otber buildings in which stables and cow sheds may be erected, and j the material to be used, and the conditions to be observed respecting the use of same. To divide the Borough into an inner area and an outer area, and to require the external walls, all party walls, and chimneys of buildings, additions, and repairs within the i inner "area to be in brick, and to prescribe the dimensions of party walls. To prescribe the conditions under which verandahs over streets may be erected, and the material and build to be adopted. To forbid advertisements and signs, etc.. on verandahs without the Council's consent. To prescribe the material, method of structure, and conditions governing the erection of chimneys, chimney stacks, and smoke pipes, ovens, furnaces, and forges. To require the removal of any building, wall, or erection encroaching on any street. To forbid the use of kahikatea timber in the erection of any building: also the erection of any tent without permission. To authorise the inspection by the Council of all buildings in course of CTectlon. To fix a schedule of fees to be paid to the Council with respect to the erection or alteration of any bnllding. __ ELECTRIC LIGHTING, r _ •_ : To require all electric-light installations to be in accordance with the requirements and conditions of the • "?: Fire Underwriters - Association. IN RESPECT OF STREETS AND PUBLIC PLACES. To forbid the. deposit of building ■_ . building material, in streets without. permission. To require a license to be obtained to. erect a scaffolding or hoarding, and all material, scaffolding, and other obstructions to be lighted. To compel property owners to fence street frontages when required by the Council co to do. To forbid the use of barb wire in fences along the frontage to any street or public right of'way. To require hedges and overhanging trees to be trimmed. To forbid vehicles being taken across footways or -water channels except over a crossing or upon obtaining: a. permit To regulate the conditions under which crossings will be constructed, and providing tor the maintenance thereof. To forbid vehicles to stand on crossings, r To provide v for ' the construction of crossings at the intersection of private and public streets. To-Xorbid allowing refuse liquids from factories and other premises to-run on to streets or offensive' matter being spilled on streets. To impose a penalty on the owner of cattle found straying on any street or--public- place. To prohibit the ill-treatment of any cattle or animals. To fix the hoars during which bulls, s horses, or bullocks. m»y be driven through the streets. . To require dogs and other animals to 'be kept under proper control. , To require proper management and control of vehicles in streets and public places. To require that carts, waggons, and drays shall bear, owners names. To .prohibit the leaving at machines on streets, and also the leaving of vehicles unattended on streets. To prohibit furious aod negligent driving and riding-. To require that bicycles shall have lamps and bells attached. To prohibit the unauthorised removal of aand, shell, shingle, or rock from any foreshore or beach. To prohibit the removal or destruction of any trees or shrubs from beaches or foreshores. To prohibit the deposit of rubbish on 'beaches, the exercising of noises at other than a walking pace thereon, and generally to provide for the proper control of beaches and foreshores, and the good role of persons ; using the same.'' f Ik provide for the numbering of bouses and buildings. GENERAL PROVISIONS FOR THE GOOD HULK AND GOVERNMENT OF THE BOROUGH. To forbid any person burning rubbish so as to endanger any building, or to light any fire In the open air between 5 p.m. and 6 a.m. without Council's permission. To- forbid any person to deposit any straw, shavings, and other inflammable material in proximity to any building. . To forbid the keeping of goats and swine in the Borough. To forbid the discharging of firearms, and; the throwing of stones and missiles, the unauthorised placing of advertisements, and also the playing of games in any public place, to the annoyance of any person; ' To forbid that any animal shall be ••-•' exposed for sale -in any public place. -To forbid goods to be exposed for sale in streets, and goods or cases being allowed to remain thereon. To forbid toiteriug- in streets, so as to cause an obstruction, and also singing, preaching, and other acts : in_ streets, whereby_ annoyance to others mar be caused. To forbid mischievous conduct, such as injuring door-plates, lamps, or fire alarms, or wantonly annoying any inhabitant. To forbid any person to expose for sale any food unfit for human consumption. To regulate the storing of explosives. Tβ prohibit indecent conduct of every description. To forbid any person to expectorate on anj- footpath. To forbid any person to keep or manage a house of ill-fame. To forbid the wearing of hatpins, which may be a source of danger to others.
