WHEN COTTON GIVES OUT.
BACK TO BLACK POWDER. GERMANY'S DILEMMA. (Received 9.10 a.m.) LONDON, March 18. The Paris "Matin" says the famous scientist Sir William Ramsay ' has informed M. Millerand (French Minister of War) that it would be to France's interest to treat cotton as contraband, as it would mean ultimately forcing Germany to resort to the oise of ordinary gunpowder, which is not suited for modern guns.
