THE ITAVT KNOWS WHY. (Received 9 a.m.) LONDON, March 17. The Paris "Matin" says that Germany, when preparing for the war, ordered 8,000 motor wagons from an American company for the purpose of transporting troops from one front to another. Thanks to the Allies' fleets, the wagons did not reach their destination.-
