The "Times" correspondent at Petrograd says the close, of. the winter campaign leaves the whole Austro-German army of 3,000,000 men as far as ever from the accomplishment of any strategical purpose. They are tied up on the eastern frontier, and cannot prevent the irresistible growth of:;,the -allied armies, who are getting ready \tor the moment when the time comes.for the advance.
