The London "Times," in a leader on the situation in Mexico, says:—"Distracted Mexico has progressively deterior-ated-into a still more murderous anarchy. The capital has thrice changed- hands in 1915, to the acof executions and pillage.*' "The United stoates policy." the "Times" adds," "continues to be one of masterly inactivity,, and we .see no possibility of an improvement in the Mexican situation so Jong as it is persisted in.
