IX>X\bOX, March 16. A White Paper, which has .been issued, gives the correspondence that took place between the British Government and the American. Ambassador -.-respecting the treatment of German-prisoners. Britain states that the German naval and military afficeift'fcave-b»en'given half tbe pay of corresponding: ranks in the British infantry. If the Government learns that the British officers in Germany are receiving the-full pay of corresponding ranks in the Germinarmv, it is prepared to do Ute same to the German prisoners.-
