I A report from Berlin says that, speak--1 ing in the Prussian Diet, Herr Delbruck said: "Our enemies' armies have been repeatedly broken, but they arc now attempting to starve our women and children. The economic and industrial activities of Germany are organised from the first to the last man. If we only intended to repel the enemy there should be peace shortly; but we will not sheath the sword until guarantees are given that our neighbours will not fail us again. It is not desirable that we discuss such guarantees at present."
