J% AUSTRIA REFUSES TO PAY IT. ASKS THAT BAVARIANS DEFEND THE TYROL. (Received 10.15 a.m.) HOME, March 14. The "Messaggero's" Vienna correspondent states that the Austrian Emperor, Francis Joseph, flatly rejected Germany's recommendation to cede the Trentino and a portion of Istria to Italy as the price of her neutrality. Every Minister supports the Emperor, including Count Burian, who was previously inclined to negotiate with Italy. Germany will be, asked to send the Bavarian troops to the Tyrol, which request she recently refused. The Bavarian troops are in the main fighting against the British aad French in Northern France, though some battalions are on the Russian front. They are skilled in mountain fighting, and in the Tyrol would te in the neighbourhood of their training base.
