TIGHTENING THE BLOCKADE
ALL SHIPS BOUND TO GERMANY TO BE SEIZED.
NEUTRAL FLAG NOT TO AFFORD PROTECTION.

LONDON, March 14. The Exchange Telegraph Agency's Paris correspondent states that a decree tightening the blockade on Germany will be issued next week.
It has been drafted by the British Admiralty and the French Ministry of Marine conjointly, - •
All ships bound to Germany will be seized irrespective of her flag and taken to a French port to be examined.
The question of whether a German ship shall be taken as a prize or sunk is left to the discretion -of the captors. Provision is made for payment for merchandise seized.
