To regulate the conduct of persons using or being in or about the kiosk or bath bouse, and of persons bathing in the vicinity of such premises, and to forbid Improper or Indecent behaviour. To regulate the hours during which the kiosk and hatb house shall be open to the public, and the charges and fees that may respectively be made or imposed.
