RUMANIA'S PREPARATION FOR EARLY ENTRY
GENERAL MOBILISATION EXPECTED SHORTLY. lING WOT INFLUENCED BY GERMANY. «- ROME, March 12. The Rumanian Parliament has empowered the Government to proclaim a state of siege whenever the necessity arises. Rumania has partially mobilised her forces. This is preparatory to arrangements for a general mobilisation. The King has declared that he will act in accordance with the will of the nation, notwithstanding' the pressure of his Ocrman relatives, and particularly of the Kaiser. AYhen the moment for action arrives the King will be ready to go with his people. Reports from Rome state that an interview between the Premier, Signor Salandra, and Signor Giolitti is taken to mean that an attempt is being made to uuite authoritative elements in politics in order to better face the problems new confronting the country.
