(Received 103 a.m.) AMSTERDAM, March 10. The "Koelnische Zeitung" says that if the Turks are unable to retain Constantinople they should make it a free city, guaranteed by an alliance ot Bulgaria, Bumania and Greece, under the protectorate of Italy.
