WAITING AT VANCOUVER. STRANDED IN EUROPE. (Received 11 a.m.) VANCOUVER, August 5. Owing to the cancellation of the sailing of the Niagara, which was due to leave Vancouver to-day for New Zealand and Australia, scores of New Zealanders and Australians are unable- to leave Canada. WASHINGTON, August 5. The United States Government is chartering all the vessels it possibly can to carry 20.000 Americans stranded in Europe back to America.
