RESTLESS REPUBLICS.
ANARCHIC LATIN STATES. DISAPPEARING GOVERNMENTS. (Times-Sydney San Spscial Cable.) NEW YORK, Febrnary 7. The Xew York Press is greatly concerned with the growing difficulties of the relations of the United States -with the Latin Republics. They point out that the Congress has taken to the -woods in Hayti, every form of Government has disappeared in San Domingo, trouble is brewing in Venezuela, revolutionary activity is manifest in Brazil, and Colombia is agitated by fierce elections, while the Caribbean Republics are out of control, so far as Washington is concerned. Under these circumstances Mr Wilson's notions of a constitutional Government are prejudicing America with the Latin countries.
