The Legislative Council met at 2.30 p.m. " j I The Council went inlo Committee on I the Bank, of New Zealand BilL ! The Hon. J. Rigg moved that the amount of the new e&pital that could be authorised be reduced from three millions to one million. He declared rliat it was not capital that the bank wanted. ! but shares for the s-ha,reholder= to gamble with. Mr. Bell said it was not intended to issue the -whole , of this capital now, as it. was not -likely that anything like so large an amount would be required. The object was to prevent constant banking legislation, and to give the bank the | power enjoyed by .all other institutions I to extend "its capital as business increased. The amendment wa« defeated on a division by 27 to 1. ; The 'bill* was reported without amendment, and read a third ti-nvc. The Tramways Amendment Bill was i recommitted. Dealing with the new sec- j tions of the bill, which had particular ! application to .strike emergencies, Mr. j Bell said the men had no right to hold ; up a public service, though, of course, : they had the right to continue in Che j public employment. The men had their ' remedy under the. Act, and when they I did -not choose to have their grievances ! determined by tha.t. means, they could j not complain if the community organised . to provide for the carriage of people i when the regular drivers refused to do their duty. The se.etion under notice I modified, and to some degree extended. ! 1 the provisions of the Act of 1910. which ] i ga.ve protection in the cases of men who I were then in the employment of the ! tramway?, a.nd provided that in the case of these men examination should be I dispensed with. , !
