A leader in "The Times'' to-day. headed "Indians in South Africa," discussing the Immigration Restriction Act, says: '-The main principle of the measure is not disputed. It provides for the exclusion of persons, deemed by the Minister, on economic grounds or habits of life, to be unsuited to the requirements of the Union of South Africa. "This, not the dictation test adopted elsewhere, is in deference to Indian sentiment. Absolute exclusion is thus provided in a manner which does not offend anyone."
