Tie provisions or the Loans t-o Local Bodies Bill, which will probably be brought dorsvn thie w«ek, make some, important Amendments in the system by ■which local bodies raise 4.heir loans. A distinction will be drawn 'between wealthy bodies which can aford to go on the open market on their own account, and email bodies which are dependent on the Government for assistance in -the "latter oi loans. It is anticipated that the Government will eet aside a certain sum annually for thp requiremeirte o7 these leas wealthy bodies. Ths main idea of the bill will bo to allow local todies which need very large sums for large and important works to raiee th-e necessary rnouey for .themselves, while the money raised through the State will toe restricted more tn those, smaller bodies which cannot operate independently on the money raarkete.
