PUTUMAYO HORRORS.
RUFFIANXY OFFICERS. SHOT FROM SHEER LUST OF BLOOD. SPIRIT OF WANTON DEVUJtY. (Received S a.m.) LONDON. June 9. The report of the House of Commons Select Committee on the Putumayo atrocities has been issued.
It severely censures the British directors for culpable negligence in regard to the labour conditions of the Indiana. The directors should not lightly have exposed England's good name.. The ill-treatment of Indians was not confined to Putumayo, where it was shot-kingly bad. but there was evidence that the conditions were existing over a wide area in South America. The officers of the company were a gang of ruffians and murderers, who shot from sheer lust of blood, and burnt, tortured and violated in a spirit of wanton devilry.
