FEDERAL GOVERNMENT
FOR UNITED KINGDOM. THE FIRST ESSENTIAL. LONDON,. June 9. Replying to the pamphlet issued by Liberal members of Parliament in favour of federalism by consent. Lord Grey (late Governor«genera] of Canada) states that the first essential is the withdrawal of Home Rule, which reduces Ulster to an intolerable subserviency, and if persisted in must lead to bloodshed and civil war. Ulstermen will be robbed of their autonomous rights and just share in a representative Imperial Parliament by the granting of Home Rule.
