LONDON, April 29. It was announced in Vienna to-day that as the conference of Ambassadors in London had failed to take any decisive measures against Montenegro, Austria had decided to act independently. Later official advices, however, state that Austria has decided to await the decision of next Thursday's conference cf Ambassadors before taking action. Previously Austria demanded that a definite step be taken lo ensure Montenegro's obedience to the Powers' behest to withdraw from Scutari. The Ambassadors' Conference sat for 3i hours yesterday, and then adjourned until Thursday. It is hoped meanwhile to ascertain and to communicate to Austria the Powers' immediate plans in relation to Scutari. It is generally admitted that the action of Essad Pasha (late Turkish commander at Scutari), in proclaiming himself ruler of Albania, seriously complicates the situation- It also explains much that was previously unexplained in connection with the entry of the Montenegrins into Scutari. Advices from Cetinje state that the Government has postponed its final reply to the Powers until after the Greek Easter.
