PROPOSED NEW BY-LAWS.

TO RESTRAIN BEACH LOUNGING. ( The City Council at a special meeting last night carried a resolution adopting new by-laws. These enactments touched on - various matters, from the hatpin, -nuisance, the licensing of bootblacksJ : and .beach bathing etiquette, to the traffic of motor care and heavy vehicles. It is provided that any person dressed in bathing costume shall not remain on any 'beach longer than is necessary to enable him (or her) to "enter the water or -re- . turn to the dressing sheds. • j Cr. Gleeson raised objection to the -restriction about preventing people from, remaining on the beach in bathing cos- ■ tume, on the ground that if there were ' any indecency shown .it was a matter •-■ for the -polite. - ' •- Gr^-.Michaels did not agree with Cr. Glee-oh; for the "reason that in Auckland,'like everywhere else, there were malespwho had no manhood and against whom it-was necessary to protect women and children. The .Mayor stated that he was not keen, on the by-law, 'but there had been many, and frequent, complaints about the practices of bathers in. this direction, and undoubtedly some of the complaints '' were justified. 'Eventually Cr. Gleeson. withdrew a motion that- the by-law be deleted, on the understanding that there would be opportunity to get a vote on it when the by-lams came up for confirmation a month hence. Meantime, the Mayor explained, the proposed b3'-laws would be advertised, and objections would be 'considered by the By-laws Committee. .Other matters dealt with in the bylaw are the hatpin nuisance, the licensing of bootblacks, and the licensing of the drivers of private _n_.or cars, within six months of the passing of the •by _aw. There is also a proposal, within eight months of the passing of the bylaw, to tax motor vehicles.
