TO RESTRAIN BEACH LOUNGING. ( The City Council at a special meeting last night carried a resolution adopting new by-laws. These enactments touched on - various matters, from the hatpin, -nuisance, the licensing of bootblacksJ : and .beach bathing etiquette, to the traffic of motor care and heavy vehicles. Meantime, the Mayor explained, the proposed b3'-laws would be advertised, and objections would be 'considered by the By-laws Committee. .Other matters dealt with in the bylaw are the hatpin nuisance, the licensing of bootblacks, and the licensing of the drivers of private _n_.or cars, within six months of the passing of the •by _aw.
