TESTING THEIR BIGHTS. A SCATTER OF ORIGIN. (Received 11.28 a.m.) TOKYO, April 15. Owing to President Wilson refraining from action in the Californian legislature's prohibition of Japanese owning land in the State, Japan presents a test case to the Supreme Court to prove that Japanese are not of Mongolian origin and are therefore entitled to citizenship in California.
