A truce has been agreed upon between Turkey and the Balkan Allies, pending an armistice to discuss the final terms oi peace. A message from Cetinje states that it is officially reported that Montenegro j will not comply with the demand of "the ] Towers to cease the siege of Scutari. It is stated that the country will persist in the struggle, and that it will I yield only to force majeure. j A Vienna telegram states that Russia j and Italy have initiated a proposal to I advance Montenegro 30,000,000 francs (about £1.500,000) as compensation for the loss of Scutari. MASSACRES DENIED. (Received 9.22 a.ml) ATHENS, April'ls. The Greek destroyer Doxa has arrived at Kasteloryzo for the protection of the inhabitants. The Greeks deny the stories of massacres at Kasteloryzo by the Turks in the absence of the Greek ships.
